Suspended head of organised crime, General Richard Shibiri, has admitted that he used his personal phone to communicate with attempted murder accused, Vusimuzi “Cat” Matlala.
General Shibiri is testifying before the Madlanga Commission, responding to allegations of having close links to alleged criminal syndicate members.
Shibiri also told the Commission that he occasionally deletes messages on his phone, but not as an attempt to hide any information.
“I further confirm that in the ordinary course of managing device storage, I periodically delete non-essential messages in order to maintain storage capacity and device functionality. This practice is normal and prevalent among cellular phone users. It was not undertaken with any intention to conceal information.”

Shibiri has also conceded that criminals have captured some officers. He has been accused of interfering with the investigation into the killing of Vereeniging engineer Armand Swart.
This is due to his suspected links to alleged underworld kingpin Katiso “KT” Molefe.
Molefe is one of four people charged with the Swart murder.
“Then somebody is arrested, they charge the person, and he takes it to court. Then they say, ‘Make a plan for the first time; we’ll give you how much.’ Then the investigator goes to the docket and removes the scale of the drugs and the statement. Number one, how they do it: you find the statement is written by somebody from the crime office, and then he just says, ‘I found him in possession of Nyaope.’ Knowingly, there is no crime called ‘Nyaope’, possession of ‘Nyaope’. Obviously, he is not going to be enrolled.”
