Man Beheads Wife in Kibaale


Police in Kibaale District have arrested a 42-year-old man for allegedly beheading his 37-year-old wife following family misunderstandings.
The suspect identified as January Tumwesigye a resident of Muziizi village in Kyakazihire Sub County, Kibaale district allegedly beheaded his wife Jannet Keneema, a mother of five children with their last born aged eight months, using a sharp panga in the wee hours of Sunday morning.
On interrogation after his arrest, Tumwesigye has confessed to the heinous act arguing that this happened after a quarrel and that he felt evil spirits commanding him to kill the wife
The elder daughter of the couple whose names have been concealed because she is a minor narrates that her parents started quarreling on Sunday night, leading to a fight but their mother escaped to the maize plantation where Tumwesigye followed her up to end her life.
Provia Busingye, the neighbor to the family says that she was called by the suspect (Tumwesigye), only to find him holding the head of the deceased.
Joseph Ayesiga, the Kibaale O/C Station who visited the scene says investigations have kicked off, warning residents against acts of domestic violence but rather seek leaders or authorities’ intervention whenever they get misunderstandings.

Police Officer Wounded in Shootout as Stolen Vehicle from Kenya Intercepted in Lira

In a dramatic incident, a police officer from Lira Central Police Station sustained a gunshot wound in the stomach during a confrontation when law enforcement intercepted a Toyota Land Cruiser with registration number KDH 790K, suspected to be stolen from Kenya.
The altercation resulted in injuries to Tony Ebong and three others, identified as George Otyato from Awendo in Migori County, Kenya, Hussein Akako from Tororo-Malaba, and Paul Omara from Oyugisi Homa Bay County, Kenya.
The apprehended vehicle is currently impounded at Lira Central Police Station, and efforts are underway to locate a suspect who is believed to have escaped during the incident.
All injured individuals are receiving medical attention at Lira Regional Referral Hospital. The nature of their involvement in the alleged raid remains unclear.
A combined team of regular police and Flying Squad operatives established a checkpoint at Adwali cell, Boroboro ward, in Lira City East Division after receiving information about a suspected stolen vehicle from Kenya. The case was documented under Reference Number OB 24/9/11/2023 at Karuri Police Station, indicating that the vehicle was being driven into Uganda through the Busia border.
According to reports, the suspects attempted to mislead authorities by changing the vehicle’s number plates to UBE 665K while in Dokolo district.
Patrick Jimmy Okema, the North Kyoga Police Spokesperson, confirmed that the vehicle’s movements through Tororo, Mbale, Soroti, and Lira were tracked using a monitoring system. The ongoing investigation aims to unravel the circumstances surrounding the stolen vehicle and the individuals involved in the incident.

In a distressing incident, the police in Agago district have apprehended a 32-year-old man on charges of allegedly murdering a 53-year-old over a mere 1000 shillings debt dispute.
The suspect, identified as Okello Aldo Akech, is accused of fatally stabbing Okwera Tarasisto, a 53-year-old resident of Nyer Ikan South village. This tragic incident unfolded on the 23rd of October, 2023, at around 2:30 pm, sending shockwaves throughout the community.
American Couple Admit Guilt in Ugandan Court for Child Abuse, Imposed UGX 100M Fine
The unfortunate chain of events commenced when Akech, seeking compensation for repairing a padlock for Tarasisto, requested a fee of Ugx 2000 for his services. However, tensions flared when Tarasisto handed over only Ugx 1000 and promised to provide the remaining Ugx 1000 at a later time. This discrepancy triggered a heated dispute that would ultimately result in a devastating loss of life.
According to Fred Enanga, the Uganda police spokesperson, the confrontation escalated as Akech vehemently insisted on receiving the full payment, and tempers continued to rise. Regrettably, matters took a lethal turn when Akech forcibly seized a knife from Tarasisto and brutally stabbed him in the left side of the rib.
Horrified locals, responding to the victim’s screams, quickly rushed to the scene, and Akech was subsequently handed over to the local LC1 Chairperson. Tragically, Tarasisto succumbed to his injuries while being transported to Kalongo Hospital, underscoring the grave consequences of this altercation.

Inspector General of Government Defends Decision to Withdraw Charges Against Former UNBS Director

In a recent development, the Inspector General of Government (IGG) has taken a firm stance to defend its decision to withdraw bribery charges against David Livingstone Ebiru, the former Executive Director of the Uganda National Bureau of Standards (UNBS). The IGG’s decision comes in response to criticisms from the Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE), which provided proceedings but lacked accompanying evidence of Board Members soliciting the alleged bribe.
According to Patricia Achan, the Deputy IGG, the IGG’s actions are rooted in the Inspectorate of Government Act, which does not require them to provide explanations to the public for their decisions. During a media interview at Parliament on Tuesday, October 31, 2023, Achan clarified the reasoning behind the decision, explaining that their inability to obtain more evidence offered by COSASE led to the withdrawal of charges against Ebiru.
Achan emphasized that the IGG’s role is to ensure that charges are backed by sufficient evidence, and mere confessions are not enough. In cases of corruption, the standard of proof is exceptionally high, and the office was unable to gather the required evidence to sustain the bribery charges in court.
“In law, we don’t go to court with hearsay,” Achan stated. “We attempted to do investigations, but it didn’t lead us anywhere, so we found it wise to withdraw the case against Ebiru. To prove such cases in court, we needed evidence that someone asked for that bribe, as corruption cases involve both the giver and the taker of the bribe.”
Achan further clarified that the decision was made in accordance with the law, and the IGG is not obliged to provide reasons for its decisions. However, due to the controversy surrounding this case, the IGG deemed it important to offer an explanation.

The Deputy IGG also mentioned that if the Minister of Trade fails to prove the case against Ebiru, he will resume his position since the allegations against him remain unverified.
This decision by the IGG follows the controversial statements made by Joel Ssenyonyi, the Chairperson of COSASE, regarding the withdrawal of corruption charges against David Livingstone Ebiru. Despite COSASE furnishing the government with what they considered overwhelming evidence of Ebiru confessing to paying a bribe of Shs100M to extend his contract, the IGG stands by its decision.

A contentious meeting at Kyambogo University took place on Monday, focusing on the fate of a prominent professor and administrator known as Aaron. The session, chaired by Dr. Nakanugo Gorette, aimed to address allegations against Professor Aaron, a significant figure at the institution responsible for both teaching and administrative duties.
Recent accusations suggest Professor Aaron was involved in a distressing incident involving a disabled pupil from Apollo Kaggwa School in Mukono. Allegations claim he traveled with the group, and after dropping off the other students, he allegedly engaged in sexual acts with one of the children throughout the night without using protection, causing severe pain to the primary six girl. The incident came to light after the girl was noticed in distress by her teachers at school.

Plans are in place for his interdiction pending confirmation of the police investigation, allowing the disciplinary committee to proceed with dismissal if allegations are substantiated.
The intense Monday meeting stressed the necessity of removing Professor Aaron from his position to protect the university’s reputation and to signal zero tolerance for such misconduct, especially concerning disabled minors. The decision to dismiss him is seen as crucial to prevent public perception that the university tolerates such egregious behavior.
