Hoima District Officials Convicted of Forgery, Each Fined Ugx5 Million

The Anti-Corruption Court has issued convictions for three Hoima district officials who were found guilty of forgery.
In a judgment delivered on Friday, October 13, 2023, District LCV Vice Chairperson Chiche Benson, Secretary for Production Magambo Jackson, and Secretary for Finance Kumakech Geoffrey were each fined Ugx5 million.
Mariam Natasha, the Communications Manager at the State House Anti-Corruption Unit, explained that the convictions stem from the officials’ involvement in forging executive committee minutes. They falsely claimed to have been authorized to lease district road equipment to private individuals, an authorization they did not possess.
The legal proceedings against these officials have been ongoing since 2021, following their arrest by police detectives from State House Anti-Corruption. They were accused of leasing out district road equipment, including a vibral roller and grader, to a private businessman in Kiryandongo District. Subsequently, the equipment was recovered and handed over to the Ministry of Works.

Editing Pictures: Tips & Techniques
By Joreen Nabutto
In today’s digital age, photo editing has become an essential skill for anyone interested in photography, social media, or graphic design. Whether you’re looking to enhance the quality of your smartphone snapshots or create professional-level images, learning how to edit pictures is a valuable skill to possess. In this article, we will explore some fundamental tips and techniques to get you started on your journey to picture-perfect editing.
Choosing the Right Editing Software
The first step in editing a picture is to choose the right software. There are numerous options available, ranging from user-friendly mobile apps like Adobe Lightroom and Snapseed to more advanced desktop software like Adobe Photoshop and GIMP. It’s essential to select a tool that matches your skill level and your editing goals. Mobile apps are a great starting point for beginners, while professionals often opt for the versatility of desktop software.
Basic Editing Techniques
- Cropping and Framing: Start by cropping your image to eliminate unwanted elements and improve composition. Adjust the aspect ratio to fit the platform where you’ll be sharing your photo, such as Instagram or Facebook.
- Adjusting Brightness and Contrast: Tweak the exposure, brightness, and contrast settings to make your image more visually appealing. Brightening dark areas and toning down overexposed highlights can significantly enhance your photos.
- Color Correction: Correct the white balance to ensure that the colors in your image are accurate. You can also play with saturation and vibrancy settings to make colors pop or tone them down for a more subdued look.
- Sharpening and Clarity: Apply sharpening and clarity adjustments to enhance the details in your photo. However, be cautious not to overdo it, as excessive sharpening can lead to unnatural results.
- Filters and Presets: Many editing software packages offer filters and presets that can quickly transform the look and feel of your image. Experiment with different options to find a style that suits your preferences.
Advanced Editing Techniques
- Layers and Masks: In advanced software like Photoshop, you can work with layers and masks to have more control over your edits. This allows for non-destructive editing, meaning you can make changes without permanently altering the original image.
- Retouching: Remove blemishes, wrinkles, or imperfections using retouching tools. These tools can help you achieve a polished and flawless look for portrait photos.
- Dodge and Burn: Dodge and burn tools allow you to selectively lighten or darken specific areas of your image, creating more depth and dimension.
- Color Grading: Take your color correction to the next level with color grading. This involves adjusting colors in different parts of the image to create a unique visual style.
- Composite and Manipulation: For more creative endeavors, consider compositing multiple images or manipulating elements within a photo to create surreal or artistic effects.
Saving and Exporting
Once you are satisfied with your edits, it’s crucial to save and export your image in the appropriate format. Most editing software will allow you to choose the file type and compression settings. For online sharing, JPEG is commonly used, while TIFF or PNG is better for preserving high-quality images.
Conclusion
Editing pictures is an exciting and rewarding endeavor that allows you to turn ordinary photos into stunning works of art. While the techniques mentioned here provide a solid foundation, remember that practice is key to becoming proficient in photo editing. Experiment, learn, and develop your unique style as you explore the vast world of digital image enhancement. With time and dedication, you can unlock your creativity and produce captivating visuals that leave a lasting impression.

UNBS Cautions Public to Purchase Fuel from Authorized Sources and Avoid Adulterated Products

The Uganda National Bureau of Standards (UNBS) is urging the public to purchase fuel only from authorized sources and to steer clear of adulterated products. According to Daniel Richard Makayi Nangalama, the acting Executive Director of UNBS, fuel often sold in jerrycans and bottles is susceptible to adulteration, and the quantities can be tampered with, posing risks to automobile engines and unfairness to consumers.
Nangalama conveyed these sentiments during a Fuel Marking and Quality Monitoring Program (FMQP) awareness session organized by the Ugandan government in collaboration with the Ministry of Energy and Mineral Development (MEMD) and UNBS. The event took place in Mbale City.
The program is specifically designed to ensure and uphold the quality of petroleum products across the entire supply chain in Uganda. Recent activities of the program focused on Eastern Uganda sub-regions, including Busoga, Bugwere, Teso, Sebei, Bukedi, and Bugisu.
Nangalama also disclosed that fuel adulteration has seen a significant decline, dropping from 30% in 2015 to less than 0.5% this year. However, the Eastern region continues to exhibit poor compliance. He stressed the necessity for fuel vendors to discontinue unethical practices and for consumers to exercise caution when procuring fuel.
Fuel adulteration refers to the unlawful introduction of foreign substances into fuel to increase its quantity, causing it to fall short of standard specifications. This practice is perilous as it can damage vehicle engines and defraud consumers.
To counter this problem, the government initiated the fuel marking program, which involves marking all fuel intended for local consumption at border entry points. Additionally, mobile testing laboratories are deployed to conduct spot sampling and quality assessments at retail stations. The program also verifies and calibrates fuel pumps to guarantee accurate measurements and value for consumers.
Sylvia Kirabo, the Principal Public Relations Officer, emphasized the importance of fuel dealers abstaining from adulteration practices as the festive season approaches. She advised motorists and the public, in general, to take precautions when purchasing fuel from various stations to avoid deception.
These precautions include ensuring that fuel is obtained from pumps displaying VALID UNBS stickers, signifying that the pumps have undergone UNBS verification and calibration for precise measurements. Consumers are also encouraged to verify the presence of a “break” between the previous delivery and the next transaction at the pump, with the sales indicators reset to zero.
It’s essential to closely monitor the sales indicator until the desired volume is reached. Some fuel pumps may exhibit discrepancies in the quantity delivered between two sides due to the wear and tear of mechanical indicator gears, which pump attendants may exploit.
Furthermore, consumers should be aware that displayed prices on billboards may differ from the actual pump prices. Therefore, verifying the prices before refueling is advised, as rare errors in setting new pump prices could result in the incorrect amount of fuel being dispensed.
UNBS is working collaboratively to safeguard fuel quality and protect consumers from adulterated products. Vigilance from both fuel vendors and consumers is pivotal in this endeavor.

NBS’s Tuff B Declares Radio as Uganda’s Greatest Musician of All Time

NBS TV presenter Robert Sekidde, popularly known as Tuff B, has expressed his belief that the late Moses Nakitinjje Ssekibogo, famously known as Mowzey Radio, stands as Uganda’s greatest musician of all time, if not extending his musical influence throughout East Africa.
Tuff B’s proclamation regarding Mowzey Radio’s unparalleled legacy in the realm of music came to light as he reflected on the late artist’s extraordinary musical talents and the creativity he contributed to the Ugandan music industry.
The host of the “KURT” show openly extended his admiration to the late Radio, commending him for his ability to craft music that profoundly resonated with people’s social lives and the nuances of daily existence in various songs.
He passionately emphasized, “I laugh at anyone who claims that he can separate politics from social life. No, you can’t because politics is social life. Any person who claims to be a musician has to sing about social life. So a person who is artistic to that extent and can express what people go through in lyrics is great, and that is none other than Mowzey Radio.”
In Tuff B’s view, Mowzey Radio’s exceptional musicality transcends national borders, making him a standout figure in East Africa. He firmly concluded, “The late is the Greats of All Time in Uganda, if not East Africa because he would sing about the situation that someone goes through.”
Tuff B shared these thoughts while dissecting the upcoming return of UB40 to Kampala, featuring Ali Campbell. The eagerly anticipated event is scheduled to take place on December 21st at Kololo Airstrip.
He further encouraged concertgoers not to miss the UB40 show, predicting that it would create a lasting impact on music enthusiasts. UB40’s previous visit to Uganda occurred around 15 years ago in 2008 when their performance at Lugogo Cricket Oval was a resounding success, leaving a memorable mark on those fortunate enough to attend the event.

Arraignment for Tupac Murder Suspect Keefe D Delayed to November 2

As of 9:50 AM PST, the arraignment for Keefe D, the alleged killer in the Tupac murder case, has been postponed once again, with the new date set for November 2.
The next phase in the Tupac murder trial has officially commenced. Keefe D, the man accused of being involved in the murder, was initially scheduled to be arraigned in court two weeks ago. However, his lawyer failed to appear at the time. Today, the arraignment was rescheduled, with the district attorney anticipating that Keefe D will plead guilty.
Earlier this year, the investigation into Tupac’s murder was reinvigorated when Las Vegas police conducted a raid connected to the case, which quickly zeroed in on Keefe D. Keefe has garnered notoriety for appearing on various podcasts and revealing details of his involvement in the murder. Subsequently, law enforcement confirmed that his continual discussion of the case was a primary factor in reopening the investigation, ultimately leading to Keefe’s arrest in late September, marking the commencement of his trial for the alleged drive-by shooting.
Some individuals with personal connections to the case have expressed mixed feelings about its reopening. Tupac’s own brother stated that the trial’s revival only rekindled the pain of the murder. Others, like Tupac’s sister and Jada Pinkett Smith, hold an opposing view, expressing their satisfaction that justice is finally being served and that someone is being held accountable for Tupac’s murder. Conversely, some, such as Pac’s former collaborator Napoleon, believe that the late rapper would not have wanted someone prosecuted for his murder at this point.
Recently, Jada Pinkett Smith invoked Tupac’s name in promotional interviews for her new memoir, sharing details about her relationship with the rapper. She referred to Tupac as her “soulmate” and recounted the story of his prison proposal to her, which she turned down because she believed he would divorce her upon his release.
What are your thoughts on Keefe D’s arraignment in court today? Share your opinions in the comments section below.

VIDEO : Birdman Reflects on Missed Opportunity with J. Prince and Cash Money Records

Birdman recently opened up about a significant missed opportunity that could have solidified a connection between his Cash Money Records empire and legendary Houston music mogul, J. Prince.
In a Clubhouse room discussion, Birdman revealed that J. Prince served as a mentor figure for him and that he had attempted to secure a distribution deal through J. Prince’s Rap-A-Lot Records before eventually sealing a lucrative partnership with Universal for $30 million in 1998.
Birdman expressed his respect and admiration for J. Prince, emphasizing that he had no ill feelings towards him. He explained that J. Prince had taught him a great deal in the early stages of his career.
“I respect the old man. He’s a great man, a respectable man, an honorable man. I have no ill feelings with the old man because he taught me so much and he taught me the game.”
Birdman further revealed that he had initially tried to sign with J. Prince before moving forward with the Universal deal. J. Prince, however, couldn’t provide the necessary infrastructure to facilitate the signing. Birdman appreciated J. Prince’s honesty and honor in this regard.
“I wanted to sign with J. Prince, but he didn’t have the structure to sign me. What I respect about it, he said, ‘Y’all go do y’all because I can’t do it.’ That’s what I honored about it. He told me to go ‘head, man; I can’t do it.”
The 1998 distribution agreement with Universal marked a pivotal moment in Cash Money’s history, enabling the label to support rising stars such as Juvenile, the Hot Boys, and solo careers like Lil Wayne, Drake, and Nicki Minaj.
With 25 years in the industry, Birdman remains confident in the South’s enduring influence in the hip-hop world. He believes the South has solidified its position as a central hub for the genre, with the East and West Coast regions adapting to its unique sound.
Birdman noted that the East and West Coast initially resisted Southern hip-hop, but over time, they embraced the genre, solidifying the South’s prominence. He emphasized the South’s sustained relevance in the hip-hop industry, driven by its distinctive sound and artistic creativity.

Poland’s Anti-Migrant Rhetoric on the Rise Ahead of Elections

With Poland heading to the polls on October 15, anti-migrant rhetoric in the country is on the rise. The country’s incumbent leader and leader of the Law and Justice (PiS) party, Mateusz Morawiecki, warned of “Islamic fighters” potentially among migrants trying to reach Europe. Migration has become a focal point of PiS’ election campaign as they hope to secure a third term in office.
The government has depicted migration as a threat to Poland, its people, and their way of life, sharing videos and images to emphasize this narrative. The ruling party has also sought to portray the opposition as a group willing to dismantle the border fence on the Belarusian border while accepting the EU’s migrant quota proposal, which the opposition denies.
Poland has already been hosting many Ukrainians who fled their country following Russia’s invasion, and the European Commission has stated that Poland will not be forced to accept more migrants under the quota system.
Opposition parties have presented evidence suggesting an increase in non-European migrants entering Poland during PiS’ tenure and have highlighted a recent “cash-for-visas” scandal implicating government officials in accepting money to expedite work visas.
Poland, the Czech Republic, and Austria have extended their temporary border controls with Slovakia amid a rise in migrants using the so-called Balkan route. These countries intend to keep these controls in place until at least early November.
German Chancellor Olaf Scholz has voiced concern about the high number of migrants entering Germany, with regional elections revealing a swing to the right and increased support for parties pledging to reduce migration levels.
The German police are intensifying efforts to prevent migrants from entering the country via its eastern borders with Poland and the Czech Republic. The federal government has committed to accelerating the deportation of rejected asylum seekers.
