President Yoweri Kaguta Museveni has urged public service leaders to act as agents of change and spearhead socio-economic transformation through wealth creation in Uganda.
“That’s why I wanted all of you to be here so that we can speak the same language, homestead income with “ekibaro” (calculation), the rest will be easy,” he said.
President Museveni made these remarks on Saturday during the closure of a 7-day retreat for Ministers, Permanent Secretaries, and members of the National Resistance Movement (NRM) Central Executive Committee (CEC) at the Presidential farm in Ngoma. He encouraged participants to educate Ugandans on effective livestock farming methods to advance the sector.
“I always want to call the MPs from the cattle area. They don’t add on, they are just where I left them, the situation is the same all this time. If they follow what I tell them, the area would be very far,” he said.
The President also addressed the issue of livestock diseases hindering exports. He mentioned that when he sold 43 cows to South African President Cyril Ramaphosa, they couldn’t be exported due to foot and mouth disease concerns. However, he was optimistic that the problem would soon be resolved, as the government plans to launch mass vaccinations for domestic animals twice a year.
“These wonderful people have already given us the money in the budget. We are going to get 88 million doses for cows, pigs, goats, and other livestock,” he stated.
Ms. Lucy Nakyobe, the Head of Public Service and Secretary to the Cabinet, thanked President Museveni for his support and presence at the retreat. “This is invaluable, and we are inspired by your dedication to serving this great nation,” she said.
As the retreat concluded, Ms. Nakyobe expressed gratitude and optimism, noting that participants had engaged in meaningful discussions and developed strategic plans for the nation’s future. She praised the contributions of cabinet members and Permanent Secretaries for their expertise and commitment, which she described as the bedrock of the government’s success.
“I also wish to recognize the National Resistance Movement party executives for your continuous support and dedication to our shared goals. Your participation at this retreat has underscored the importance of unity and coherence in our efforts,” she added.
Ms. Nakyobe highlighted that the retreat addressed critical issues, identified challenges, and proposed solutions that would have a lasting impact on the country’s future. She emphasized the importance of collaboration and unwavering resolve in achieving the retreat’s goals.
Attorney General Hon. Kiryowa Kiwanuka read out the retreat’s resolutions, which focused on fighting corruption and embracing a money economy with an emphasis on value addition, commercial agriculture, manufacturing, industry, services, and ICT.
“In line with the government’s commitment to leadership to steer Uganda’s socio-economic transformation agenda, it was resolved to work as one team with one dream. The three arms of government should closely coordinate and work in harmony,” he said.
The retreat also resolved that public service officers should adopt and keep up with technology to enhance efficiency in service delivery, create clear and strategic goals that are citizen-centric, and redirect all efforts to achieve them.
Hon. Kiryowa noted that it was resolved to institutionalize mentorship in government institutions to ensure compliance, conduct regular induction programs before assumption of duty, and provide refresher courses for Ministers and Permanent Secretaries to enhance leadership capacity. Additionally, the retreat emphasized developing and promoting a set of national values for socio-economic transformation.
Participants also resolved to address rampant corruption and illegal land evictions. “The Anti-Corruption Act should be amended, as well as other relevant laws, to deter persons convicted of corruption from being appointed or reappointed in public service. This will make corruption a very risky venture,” he concluded.
