School Headteacher, PTA Members Charged, Remanded Over Illegal Fees Charges

The State House Anti-Corruption Unit in conjunction with the Police and Office of the Director of Public Prosecution have arraigned before court a school headteacher and seven Parents and Teachers Association (PTA) members.
The suspects include; Herbert Musasizi, the headteacher of Kebisoni Integrated Primary School, the PTA chairperson, Paddy Twesigye and six other PTA members.

They have been arraigned before the Magistrates Court in Rukungiri district and charged with levying school dues in a Universal Primary Education (UPE) school. The school is located in Kebisoni Town Council, Rukungiri district.
It is alleged that their arrest followed the outcry of parents over the charges and the sending away of their children, yet UPE is free for all.
Reports from parents show that the school charges high fees ranging between sh90,000 for the rest of the classes and sh120,000 for the Primary Seven pupils.

Kyaggwe TV has further learnt that the parents were asked to make their payments to Kebisoni SACCO, where the headteacher allegedly secured a loan of sh13m last term.
The parents are said to have been overwhelmed whereby the headteacher has been sending away pupils whose parents had failed to clear the school fees to zero balance.
“Even when the pupils are permitted to write the exams, their report cards are withheld.
