Residents of Kashari South Constituency in Mbarara District have expressed frustration over poor electricity coverage and persistent water shortages—challenges they say have significantly slowed development in the area. The issue resurfaced on Tuesday, 25th November 2025, during a campaign rally for the Kashari South NRM flag bearer and parliamentary hopeful, Rtd. Capt. John Bosco Bamuturaki Tumusiime, commonly known as Omudumizi.
Speaking during the rally in Rwenshanku and Rugarama Parishes in Bubare Sub-county, locals said that the rural electrification program Bamuturaki initiated during his tenure as LC5 Chairman stalled after he left office. They blamed what they termed as weak leadership from the current area MP, Nathan Itungo, and district authorities, arguing that the region has suffered due to limited lobbying and poor service delivery.
The residents pledged their support for Bamuturaki in the 2026 general election, saying they want a leader who is energetic, development-oriented and able to work closely with the NRM government to facilitate access to services. Many highlighted Bamuturaki’s past service record in Mbarara District as a reason for renewing their confidence in him.
Local leaders, including Patrick Tumuhimbise Bigambwensi, Mayor of Bwizibwera-Rutoma Town Council, echoed the residents’ sentiments. Tumuhimbise said that while they voted for MP Itungo under the NRM ticket previously, his performance declined after he returned to Parliament in 2021 as an independent. He argued that Itungo’s independent status has limited his ability to effectively lobby for government programs, leaving Kashari behind in key sectors such as electrification and water access.
Tumuhimbise urged voters to elect leaders aligned with the ruling party, saying that NRM flag bearers like Bamuturaki are better positioned to work with government ministries and agencies. He cautioned against electing independents, warning that doing so could prolong service delivery gaps in the constituency.
In his address, Bamuturaki assured residents that improving electricity and water supply is at the top of his agenda once voted into Parliament. He emphasized that his plans are anchored in the NRM manifesto, which he said was personally handed to him by the President and NRM National Chairman.
He told the rally that he is the only candidate in the race who possesses the NRM manifesto book, describing it as a key tool for ensuring that services from central government reach local communities. Bamuturaki added that during his tenure as District Chairman, he spent personal funds to facilitate electricity officials from the Ministry of Energy, who conducted surveys and mapping in Bubare and other sub-counties. He said the project only stalled after he left office.
“We know where to fetch services, and we know this government very well,” Bamuturaki said. “No one contesting with me should claim to understand the NRM better than I do. The services I left here speak for themselves. Electrification of Kashari South remains my priority when I enter Parliament.”
He further stated that the current state of electrification and water supply reflects poor leadership and inadequate lobbying. According to him, rural electricity coverage in Kashari South is far below standard compared to neighboring areas.
“One of the key issues I will focus on is expanding the electricity network so we can urbanize the rural,” he added. “And I am confident we will achieve it.”
Bamuturaki also called on supporters and political rivals to refrain from acts of violence, intimidation or harassment during the campaign season. He urged all camps to respect voter choice and engage in peaceful mobilization.
“Supporting different candidates is a voter’s right,” he said. “You are not supposed to torture or harass anyone because they do not support you. Convince them, don’t intimidate them. I call upon my supporters to remain calm and disciplined throughout the campaign period until voting day!
