NUP Deputy President Jolly Tukamushaba Charged After Three Weeks Incommunicado

National Unity Platform (NUP) Deputy President Western region Jolly Jacklyn Tukamushaba was on Thursday morning produced before the Kabale Chief Magistrate’s Court and charged with incitement to violence, following three weeks of detention incommunicado.

According to the charge sheet, Tukamushaba was charged with incitement to violence contrary to Section 79(1) of the Penal Code Act, Cap 128. She was remanded until February 24, 2026.

The state alleges that between December 2025 and January 2026, at various locations in Western Uganda including Rukiga, Kabale, and Rukungiri, Tukamushaba incited members of the public to commit acts of violence—specifically to attack supporters of the National Resistance Movement (NRM)—on the basis of their political opinions.

Reacting to the development, NUP Secretary General David Lewis Rubongoya described the charges as politically motivated. Writing on his official X account, Rubongoya stated:

“Three weeks after she was abducted, and after the state filed an affidavit saying they don’t have her in their custody, @NUP_Ug Deputy President Jolly Jacklyn Tukamushaba is being produced before a court in Kabale, charged with ‘Incitement to Violence’. Everyone who knows her knows that this is a bogus charge. She has never told anyone to attack supporters of NRM. Meanwhile, this charge sheet was produced in court as our legal team went for the Habeas Corpus ruling. Anyhow, this is where Uganda is. This crisis is bound to persist until the people of Uganda get to that point and say ENOUGH.”

Tukamushaba’s court appearance comes amid growing concerns from opposition leaders and human rights advocates over enforced disappearances and the treatment of political actors in the country.
