DA councillor for Ward 69, which covers parts of Westbury and Coronationville in Johannesburg, says she is unable to act when it comes to the lack of consistent water supply.
Councillor Genevieve Sherman says she has been trying to get a permanent solution to the water crisis but to no avail.
A number of Westbury residents have blockaded roads with stones yet again Tuesday morning, demanding uninterrupted water supply.
Residents say they are tired of relying on water tankers.
The protest comes after Gauteng Premier Panyaza Lesufi announced that there is progress in dealing with the water challenges.
Sherman says the city is expected to dispatch water tankers and as councillors they will have to manage them.
“As ward councillors we are now depended on what the city gives us and water tankers are unfortunately what we have to work with. They will dispatch water tankers which we as ward councillors unfortunately have to manage which is completely unsustainable against any human right.”
