The Madlanga Commission in Pretoria has heard how suspended South African Police Service (SAPS) Organised Crime Head Major-General Richard Shibiri allegedly had an interest in Vusimuzi ‘Cat’ Matlala’s SAPS tender because Matlala complained to him about it.
This is according to Sergeant Fannie Nkosi, a member of the Gauteng Organised Crime Unit who has been testifying.
Evidence before the Commission shows that Sergeant Nkosi forwarded three screenshot messages from Matlala to Major-General Shibiri.
The screenshots related to pending SAPS payments to Matlala.
Commissioner Sesi Baloyi put it to Sergeant Nkosi that Shibiri is not the person responsible for SAPS payments.
Commissioner Baloyi: “What was his interest in this? He’s not the one that’s buying the service or using the service. He’s not the one that is making payments or authorizing payments. What would be his interest?”
Sergeant Nkosi: “I think his interest was based on the complaint from Mr. Matlala. The same complaint that informed him that Cat phoned me and told me that they’re giving him problems with his payment. So that is the reason I said he had an interest. Maybe it was because of that complaint.”
The Commission resumes Tuesday morning.
