Madlanga Commission hears how Nkosi shared a draft tender document – SABC News


The Madlanga Commission has heard how police Sergeant Fannie Nkosi sent a man known only as Mr Mampane an internal draft tender document from the City of Tshwane.
Mampane, has been described as the right-hand man of late taxi tycoon, Mswazi Msibi. It has also emerged that Nkosi received the document from the Tshwane Metro deputy police chief, Umashi Dlamini and thereafter forwarded it to Tshwane CFO, Gareth Mnisi.
When questioned by evidence leader Adv Matthew Chaskalson about why Dlamini sent him the document, Nkosi told the Commission through an interpreter that he didn’t know.

Chaskalson asked: “Why did the General send it to you? Had you asked for it? Why did the General send me the document?”
Nkosi replied: “I cannot recall if I asked for it or how it came about, but I do agree that this was sent to me by the General.”
Chaskalson: “And a few days after you received the document, after you received it from the General, after a few days, a few hours, you forwarded it to Mr. Mnisi. That we see on page 158.”
Meanwhile, Commissioner Sesi Baloyi has warned Nkosi that obstructing proceedings is an offence.
Baloyi’s comments came as Nkosi did not want to answer questions posed to him by Chaskalson, resorting to evasive answers.
“I think you need to be reminded, your obligation to the Commission is to assist and give satisfactory answers. You are not answering satisfactorily when facts are put to you that you are not disputing. And then you say, I cannot comment. I don’t know if you want to comment, if you want to say anything. If you do, feel free to do that. But I think you need to be reminded of your obligations as a witness,” said Baloyi.
