The establishment of a portfolio committee to oversee the Presidency covers a gap in the legislative process that has been there since the 1994 advent of democracy in South Africa. This is the opinion of political analyst, Dr Ntsikelelo Breakfast, from the Centre for Security, Peace and Conflict Resolution at Nelson Mandela University.

This week, Parliament elected a chairperson for its newly formed portfolio committee, where the Presidency will account.
Veteran African National Congress (ANC) Member of Parliament (MP) Dorries Mpapane was elected as chairperson.
Breakfast says the long awaited committee, whose establishment was also a recommendation by the State Capture Commission, closes an important gap in oversight.
“I think this gives us a golden opportunity to breach gaps of legislative so that what happened in the past never happens again one of the reasons we had state capture, was because legislation fell short of holding executive to account.”
