Mbuya – President Yoweri Kaguta Museveni has appointed Brig. Gen. Tukachungurwa Richard as the Chairman Makindye based General Court Martial (GCM) replacing Maj Gen Robert Freeman Mugabe.

“In accordance with Section 192, 193 and 195 of the UPDF Act as
amended and acting on the advice of the Judicial Service Commission, I have appointed persons below as Head and members of the General Court Martial and Chairperson of Division and Unit Court Martials respectively.” Reads part of the appointment letter dated 25th November addressed to General Muhoozi Kainerugaba
Among the members is Col Raphael Mugisha, Col Fredrick Kangwamu who were previously lead State Prosecutors in the same court.
Col Asha Patra, Major Amodoi Samuel Moses, Major Nyombi Abubaker, Major Chemutai Dennis, Major Arihaihi Emmanuel, Col Wankadya simon.
As per recommendation of the Supreme Court decision of January this year, the court will be led by a person with legal background, Brig Gen Tukachungurwa who was the Judge Advocate of the same court and most of the members of the panel are lawyers, some of whom have also served in the same court.
This is the first General Court Martial to have majority of its officers ranking highly according to the UPDF ranks.
After this appointment, the General Court Martial is expected to resume operations
