Despite the government’s efforts to increase science teachers’ salaries, the implementation has left 30 tutors at Bulera Core Primary Teachers College (PTC) in Hoima City without access to their payroll, affecting their ability to earn a salary for nine months.

According to Mr. Johnson Kusiima Baingana Akiiki, the Principal Education Officer of Hoima City, the increase in science teachers’ salaries has strained the wage bill of the education department, impacting not only the tutors at Bulera Core PTC but also secondary school arts teachers in the city.

Ms. Florence Bahemurwaki Kato, the Deputy Principal of Bulera Core PTC, and her colleagues have been unable to access their salaries since being transferred to the institution almost a year ago. This situation has left them in despair, struggling to support their families and pay for their children’s education.

Plans for a peaceful demonstration to express dissatisfaction with the government’s failure to address the issue are underway, as disclosed by Mr. John Olere Omongin, a tutor at the college. The affected tutors are seeking permission from the police to conduct the demonstration lawfully.

Mr. Humphreys Okello, the Principal of Bulera Core PTC, has petitioned relevant ministries for assistance but has been directed to the Ministry of Local Government, despite the college falling under the Ministry of Education.

The situation highlights the challenges faced by transferred staff from non-core PTCs following the implementation of the National Teaching Policy in 2019. Despite the redesigning of colleges to meet community needs, issues such as payroll access persist, affecting the livelihoods of educators in Uganda.
