City Dentist Dr Ntwatwa On Spot Over Fraudulent Land Transaction Deals

City dentist Dr Ntwatwa Lule is once again under scrutiny over alleged fraudulent land dealings, accused of illegally collecting rent from tenants on land in Katanga that he does not own.

In a case filed by businessman Kenneth Lumumba, Dr Ntwatwa is accused of coercing a tenant into signing two contradictory tenancy agreements while falsely presenting himself as the landowner.

Lumumba says his application for review is based on new evidence indicating that Dr Ntwatwa misled him into signing a tenancy agreement for a kibanja (mailo land interest) that did not belong to him.

According to Lumumba, although it was widely known in the area—where he operates his motor garage—that the kibanja belonged to Pastor Daniel Walugembe, Dr Ntwatwa allegedly relied on a State House report signed by one Sandra Ndyobugenyi to threaten him with eviction from the property, located on Block 38, Plot 394, unless he recognized him as the landlord.

Faced with pressure and threats, Lumumba says he entered into a tenancy agreement with Dr Ntwatwa in 2023. However, he later discovered that the State House report being used to justify ownership had been quashed by the High Court, after Pastor Walugembe produced a copy of the court ruling.

“It was at that stage that I opened my eyes and started investigating the alleged ownership of the kibanja by Dr Ntwatwa. I discovered that Dr Ntwatwa does not own any part of the kibanja on which I am occupying,” Lumumba stated.

He further claims that investigations established that although the land title is registered in the names of Makerere University, the lawful and bona fide occupants of the kibanja were Janothan Masembe, Bulasio Buyise, G. Kagimu and Samali Namboga, as confirmed in a 2015 court judgment by then High Court judge Alfonse Owiny-Dollo.

Lumumba says the bona fide occupants later sold their kibanja interest to Pastor Walugembe, and the 2015 ruling confirmed their interests as rightful kibanja holders.

Following the judgment, the individuals who had sold their interests allegedly returned and began trespassing on the land, sparking another court dispute. The matter was later resolved through consent judgments in which they agreed not to step on the kibanja again.

Lumumba also told the court that Pastor Walugembe sued him over the same property. After admitting that Walugembe was his rightful landlord, the two entered into a consent judgment and the case was withdrawn.

“As I was planning to sue Dr Ntwatwa to recover the money he fraudulently and illegally received, I learned on February 13, 2026, while at the Kawempe Chief Magistrate’s Court, that Dr Ntwatwa had filed multiple small claims cases against me at the Buganda Road Chief Magistrate’s Court at LDC,” Lumumba stated.

He added that on June 26, 2025, a default judgment was entered against him, which he is now challenging and seeking to have reviewed. Lumumba further argues that the Buganda Road Chief Magistrate’s Court lacks jurisdiction over the matter, since his garage is located in Wandegeya, which falls under the Kawempe Chief Magistrate’s Court.

The latest developments come as Dr Ntwatwa is expected to return to court on March 9, 2026, after Winnie Jatiko Nankya, a magistrate at the Buganda Road Court, placed him on his defence on criminal charges of forgery and uttering false documents related to the ownership of the disputed kibanja in Katanga near Wandegeya.
