Commission hears how Shibiri didn’t require a ‘loan’ from Matlala


The Madlanga Commission has heard how suspended organised crime head Major-General Richard Shibiri did not need a loan from alleged cartel member Vusimuzi ‘Cat’ Matlala to fix his son’s vehicle.
Evidence Leader, Advocate Thabang Pooe, has put it to Shibiri that he had money in his account to pay for his son’s vehicle repairs.
Shibiri has testified that Matlala lent him R70.000 to fix his son’s car.
He claims that R20.000 of that money was paid back to Matlala in November 2024 in cash.
The remaining R50.000 was paid back in December.
But Justice Mbuyiseli Madlanga put it to Shibiri that he only paid back the R50.000 in December because the police were closing in on Matlala.
This was after Matlala’s two premises were raided by law enforcement in December 2024.
Justice Madlanga further put it to Shibiri that he paid back the money into Matlala’s account to make it look like a loan.
When probed by Advocate Pooe about why he didn’t use the money that he had, Shibiri told the Commission that he wanted to build a wall for his home.
“I did decide how I want to use my money. It’s not about what you have there. I decided to say I wanted to make the wall, and then I can get another money to do that, and then I will pay it back. Because I know in December, I’ll be getting more than R100,000 for my bonus. So that is what I thought about that time,” explains Shibiri.
