CRIMINAL SUMMONS ISSUED AGAINST NUP VICE PRESIDENT FOR WESTERN UGANDA

The Vice President for Western Uganda of National Unity Platform, Jacklyn Jolly Tukamushaba, has decried what she describes as unfair treatment by the court after criminal summons were issued against her for allegedly defying bail terms.
Tukamushaba is facing charges of inciting violence against supporters of the National Resistance Movement. Prosecution told the Chief Magistrate’s Court in Kabale that she failed to appear for a scheduled court hearing.
Last Thursday, the Chief Magistrate’s Court in Kabale granted Tukamushaba bail after she presented four sureties and paid one million Uganda shillings in cash. Each of the sureties was bonded at five million shillings non-cash.
Prosecution alleges that between December 2025 and January 2026, Tukamushaba incited members of the public to commit acts of violence in Rukiga, Kabale, and Rukungiri districts. However, she pleaded not guilty to all the charges.
Tukamushaba, who contested for the Rukiga District Woman Member of Parliament seat on the National Unity Platform ticket, was reportedly abducted on January 14th, 2026, while distributing agents’ appointment letters and facilitation. She resurfaced three weeks later in custody before being presented in court.
On February 19th, she successfully applied for a production warrant and was later granted bail to appear before the same court on February 24th, 2026.
Although she was expected in court today for mention of her case, Tukamushaba did not appear at the scheduled time. Chief Magistrate Derrick Byamugisha subsequently adjourned the matter to April 7th, 2026, and issued criminal summons against her for allegedly defying bail conditions.
However, at around midday, Tukamushaba arrived at court shortly after the summons had already been issued.
Speaking to our reporter, Tukamushaba criticized the court’s decision, saying the issuance of criminal summons against her was unfair. She explained that she had travelled to Kampala to seek medical attention and was delayed on her return.
She added that on February 19th, she had been brought to court in the morning and granted bail later in the evening, arguing that the court could similarly have waited for her arrival before taking action.
Her lawyers, led by Innocent Muhereza of Elgon Advocates, said that although their client did not arrive in time, the complainant was also not present in court. They added that the summons was meant to formally notify their client of the next court date and assured the court that she will appear on April 7th without fail.
