Deep State Politics: Forget The Past, Museveni Appoints Maj Gen Abel Kandiho As Presidential Advisor.

President Yoweri Museveni, who also doubles as the commander-in-chief of the armed forces, has appointed Maj. Gen. Abel Kandiho as his senior advisor.The President made a moving reshuffle on Friday.

In the reshuffle, AIGP Rtd. Abbas Byakagaba was appointed as the Inspector General of Police. He will be deputized by AIGP James Ocaya.

Although the full list is yet to emerge, TV10GanoMazima has learned that the President has appointed Gen. Kandiho as his senior advisor.Gen. Kandiho is the former head of the Chieftaincy of Military Intelligence (CMI).

Currently, he serves in the Uganda Police Force as the Chief of Joint Staff (CJS). In December 2022, the U.S. Treasury Department slapped sanctions on Kandiho and other CMI officers over their involvement in human rights violations.

The U.S. Treasury Department disclosed that the sanctioned officers held different individuals into custody because of their nationality, political views, or criticism of government.

The U.S. further claimed that the sanctioned officers often without legal proceedings, at CMI detention facilities subjected the people they had arrested to horrific beatings and other egregious acts which included sexual abuse and electrocutions, often resulting in significant long-term injury and even death.

The U.S. pinned Kandiho for personally being involved and leading interrogations of detained individuals. However, Kandiho brushed off the sanctions, saying they were politically motivated and inconsequential, and warned that unilateral punishments imposed by the U.S. risked alienating its allies.
