Tshwane Metro Police Department’s (TMPD) Deputy Commissioner Revo Spies has told the Madlanga Commission of Inquiry that Gubis 85 Solutions was paid R 59 million in the 2024/2025 financial year.
Spies testimony centres on the awarding of irregular tenders in the municipality.
Gubis Security was first introduced through the evidence of Organised Crime Unit Officer Sergeant Fannie Nkosi. It is a security company that was allegedly preferred in alleged tender manipulation in the City of Tshwane.
Spies tells the Commission that the R59 million paid to Gubis was for ad hoc services only.
He says, “So during this time, that amount of R59 million was paid to Gubi’s 85 for ad hoc services only. But I have been informed that Mr. Mnisi and Deputy Commissioner Dlamini communicated with each other on 5 March by sending messages through Sgt. Nkosi in relation to the creation of purchase orders for ad hoc services. The purchase orders created out of this process were registered on the TMPD system only on the 6th of March.”
22 COMPANIES
Earlier, evidence leader Adv Teboho Mosikili has informed the Commission that Spies’ testimony will focus on three of 22 companies that were awarded the tender to provide physical security for Tshwane.
Mosikili says Gubis 85 Solutions, Izingwenya 210 Investment CC and Triotic Protection, which have previously been canvassed by Sergeant Fannie Nkosi form part of Tuesday’s subject matter.
He says, “The Chair would have also noticed from the previous evidence of Sergeant Nkosi that at least two of those three companies were conversed with him, and we sampled those three in the TMPD stream and also tried to draw a linkage with the terms of reference, especially where there is a suspicion of interference by syndicate, also called cartels. So those three names on top will be the ones that will feature quite often in the stream of TMPD.”
