Police in Kabale District are investigating circumstances surrounding the suspected murder by mob action of a 35-year-old Rwandan national whose body was discovered in a forest in Kahungye Sub-county.
The deceased has been identified as Noel Manishimwe, also known as Kadogo, a casual worker and resident of Ruhinga Village, Rwambogo, Katebe Sub-county in Bulera District, Rwanda.
According to a statement issued by the Kigezi Regional Police Spokesperson, ASP Elly Maate, the body was first discovered on January 1, 2026, by two children aged below 10 years who were grazing animals in a forest at Rubumba Village in Kahungye Sub-county, Kabale District.
The children reported the matter to the Local Council Chairperson, Akankwasa Bedasmus, who, together with the area Defence Secretary, proceeded to the scene. Upon verification, they found the body of an unidentified adult male lying in the forest.
On January 2, 2026, a group of people who crossed from Rwanda to Uganda identified the body as that of Manishimwe Noel. The group reportedly told authorities that the deceased was their relative and alleged that he had been pursued from Rwanda before being lynched across the border in Uganda.
Police registered a case of suspected murder by mob action and immediately launched investigations. The crime scene was visited, processed and documented, while statements were recorded from eyewitnesses and first responders.
The body, which had sustained a deep injury to the skull, was conveyed to Kabale Regional Referral Hospital mortuary for a postmortem examination to establish the exact cause of death.
ASP Maate said arrangements are underway, in coordination with Rwandan authorities and the deceased’s relatives, to facilitate the repatriation of the body back to Rwanda for burial.
Police have condemned acts of mob justice and reiterated that such actions are criminal and undermine the rule of law. They have urged the public to report suspected criminals to security agencies instead of taking the law into their own hands.
Investigations into the incident are ongoing as police work to establish the circumstances leading to the death and identify those responsible.
