Kampala City Lawyer on Spot Over Alleged Fraudulent Land Title Acquisition

A Kampala-based city lawyer, Simon Peter Kakama of Kakama and Company Advocates, is under investigation over allegations of fraudulently acquiring land titles belonging to the family of the late Yusuf Gogo.

The family has accused Kakama of unlawfully acquiring two plots of prime land located in the upscale Naguru area of Nakawa Division, Kampala City. The matter was reported to Jinja Road Police Station, where the family claims that Kakama connived with one of their relatives to forge purchase and/or sale agreements, falsely indicating that he had legally bought the land.

Police records show that the case was registered under reference number CRB 444/2025 on June 20, 2025.

The family has since appealed to President Yoweri Museveni and the Disciplinary Committee of the Uganda Law Council to intervene and compel the alleged errant lawyer to return the land titles.

When contacted for comment, Kakama, a resident of Namuli Zone in Rubaga Division, declined to respond to the allegations. He said he would only explain his side of the story in person, noting that discussing such a sensitive matter over the phone was inappropriate.

Other suspects named in the case include a family member, Juma Bogere Gogo, a businessman and resident of Katale II; Joseph Lubega, a resident of Namasuba Stella Zone in Makindye Sabagabo, Wakiso District; and Joy Karuhanga, a resident of Naguru–Katale.

According to police documents, the suspects are also accused of obtaining money by false pretence, an offence contrary to Section 285 of the Penal Code Act.

The documents further indicate that in May 2020, in Kampala District, Bogere, Lubega and Karuhanga, with intent to defraud, allegedly obtained Shs300 million from Amyn Shamsy by falsely pretending that they were selling him land comprised in FRV KCCA 458 Folio 5, plots 43 and 45, located in Naguru–Katale, Kampala District, whereas not.

Efforts to get a comment from Kampala Metropolitan Police Deputy Spokesperson Luke Oweyesigire were unsuccessful. He said in a telephone interview that he needed time to consult with officers at Jinja Road Police Station, but by press time, he had not responded.
