The executive committee of the Mamashiane Communal Property Association outside Tzaneen in Limpopo is accusing the former chairman of failing to hand over title deeds to some portions of the land.
The Association says 9 000 hectares have 16 title deeds, but only five are in the association’s possession.
Part of the land is within the Lekgalametsi nature reserve. The CPA says Jackie Mashitoa, whose term of office expired in 2022, has 11 other title deeds.
Mashitoa says he handed the documents to the Department of Land Reform and Rural Development.
CPA secretary Sello Senyola wants the department to assist them in assessing the remaining title deeds.
“We have a problem with the title deeds, as Mamashiane CPA. Our former chairperson is refusing to hand over the title deeds to the new committee. Those title deeds, we want to use them to market for investors to develop the land of Mamashiane. So we are appealing for the department to help us and request the former chairperson to hand over those title deeds to the new committee.”
Spokesperson of the department, Avhashoni Magada, says they gave all the title deeds to the CPA in 2022 and 2025.
“In 2022, they came to the office as an executive committee, we issued them with all the title deeds that they wanted. They came back again in June 2025 to collect the last badge of the title deeds, so they do have the title deeds with them. So their job now is to ensure that those title deeds are kept in a safe place, not with the person or chairperson. Maybe they can keep it with financial institutions like the banks, like their lawyers.”
