Mbarara city councilors have resolved that the city town clerk institutes a committee to investigate the Chief Finance Officer David Mbarekye over his misconduct.
The resolution follows a petition from twenty-four staff members of mbarara city council to the city mayor and the town clerk, demanding that the Chief Finance Officer (CFO), over what they described as gross indiscipline and persistent misconduct.
The petitioners accuse Mbarekye of defying directives from his superiors, causing delays in payments to contractors, suppliers and other service providers, and exhibiting behaviour unbecoming of a senior public officer.
They further claim that the town clerk has failed to effectively supervise him, prompting their appeal for intervention from the city executive.
Priscah Mulongo Muganzi the deputy mayor mbarara city council confirmed receiving multiple complaints about the CFO, noting that despite repeated warnings and guidance including from the ministry of local government, councillors, the RCC and accounting officers ,Mbarekye has “failed to reform.”
During a council session on Tuesday, the clerk to council formally read the petition, highlighting how the officer has allegedly ignored instructions from his superiors, including orders to clear payments owed to service providers.
In his defence, Mbarekye said he is ready to step aside to allow investigations but dismissed the petition as a witch-hunt.
He alleges that he was removed from the financial system by the city town clerk after refusing to release funds fraudulently.
Mbarekye further claims that over UGX. 712 million has been misappropriated by several departmental heads with the knowledge and involvement of the town clerk.
