By Wilber Muhwezi Kasibante (MK)In Bushenyi…….MK Newslink.com managing director’s intensive investigations have revealed that Tycoon Hon Mawanda MP Igara East is a sole cause of Bushenyi District political crisis which covers two major issues; the crisis of constitution of district service commission where 1.7b will be taken back to the consolidated fund on 26th june, 2026.The second point of crisis is Bushenyi Ishaka municipal council’s multibillion five year project (USMID) where only one issue of promotion of an auditor from the municipality by the district service commission which is not in place will delay further the commencement of the World Bank project which was meant to start on 1st July, 2026.A district service commission is a focal point of all operations of a district, municipality, town councils and sub counties. Without a district service commission operations of the above local governments are greatly hampered.HOW HAS TYCOON HON MAWANDA MEDALED INTO BUSHENYI DISTRICT SERVICE COMMISSION?The proposed district service commission chairperson Mr. Martin Mugabe has never supported mawanda in his 20 year political rule in igara east as a member of parliament. Mr Martin Mugabe who is born in Igara East has always supported the ousted Member of Parliament and minister then Amb. Dr. Richard Nduhuura. He was even his God parent when he was appointed RDC which he retired from voluntarily.The second petty issue that Mawanda zeroed on to create a crisis at Bushenyi local government is a fact that Mzee Elidard Karukiko Kihikire is an Anglican Church God parent of the proposed district chairman service commission Mr. Martin Mugabe. The whole of Ankole and Uganda knows that the two families of Karukiko and Maranga the father of Mawanda are sworn enemies.The last petty issue for Mawanda’s involvement in Bushenyi District service commission saga is the fact that Mr. Martin Mugabe was a chairman of Hon Annet Katusiime campaign task force in the last elections. The many times this journalist has spoken to Mawanda, he doesn’t talk good of family of Annet Mugisha and Dr. Eng. Silver Mugisha because rugambo has it that when Silver retires from NWSC will contest for Igara East Parliamentary seat and defeat perennial MP Hon Michael Mawanda.Efforts to speak to Hon Mawanda were futile as he is the only MP in Uganda who has the biggest number of sim cards. Some time back, we had published a news article on mknewslink.com were we highlighted his phone numbers which were about twenty at the time and encouraged the public to use those numbers to call him and no one got him. In simple terms, he has a new sim card every week.THIS HOW HE HAS FULLY MEDALED INTO THE CRISIS.Tycoon Hon Mawanda has fully paid the councilors led by Douglas Mucunguzi the retired District speaker and David Kakama the Bumbaire district councilor for FDC who is a very close friend to Hon Mawanda. He has facilitated to take cases to court and even bribe some judicial officers to ensure that Mr. Martin Mugabe does not become Chairperson District Service commission.FATE OF TODAY’S INTERIM APPLICATION AT BUSHENYI HIGH COURTThe fate of today’s interim application which thought to stop the district executive from conducting meetings as well as the district service commission doing any activity going ahead. The above application was successful and the crisis deepens further. The main application will be on 14th July, 2026
