Mukono District Local Government Launches Groundbreaking of Ntenjeru–Bule Road (10.5KM Phase II)



Mukono District Local Government has officially launched the groundbreaking of the 10.5-kilometre Ntenjeru–Bule Road (Phase II), a major infrastructure project expected to improve connectivity and stimulate economic growth in Mpatta Sub-county and surrounding areas.

The project, implemented with support from the Greater Kampala Metropolitan Area Urban Development Programme, marks a significant milestone in enhancing mobility, accessibility, and service delivery within the district.
Officiating at the event on behalf of the Minister, the Resident District Commissioner, Fatuma Ndisaba, called on residents to remain vigilant and actively monitor the project to ensure quality work by the contractor, China Railway No.5 Engineering Group. She emphasized the importance of community ownership, urging locals to act as “number one supervisors” of the project.
RDC Ndisaba encouraged residents to take advantage of the economic opportunities that come with improved infrastructure by investing locally and expanding businesses within their communities rather than concentrating in urban centres. She cautioned against conflicts and urged citizens to focus on initiatives that can uplift them from poverty.
The event attracted a wide range of stakeholders, including district leaders, technical staff, political leaders, and community members. The technical team was led by the Chief Administrative Officer, Mr Henry Ddamba, and Deputy CAO Stephen Muhumuza.
Speaking at the function, the Undersecretary representing the Ministry of Kampala Capital City Authority and Metropolitan Affairs under GKMA-UDP, Ms Monica Edamacu, commended the strong collaboration among stakeholders and urged contractors and supervisors to adhere to timelines and maintain quality standards.
Mr. Ddamba highlighted that the road project is part of the broader Greater Kampala Metropolitan Area development framework aimed at improving interconnectivity and supporting economic transformation. He also revealed that additional projects, including Nakayaga–Kayanja road, Kisakombe swamp works, Kyetume slaughter slab, and a skilling hub, are in the pipeline.
During the event, community concerns were raised by pupils of Kiyanja Primary School, who highlighted challenges such as inadequate sanitation facilities and lack of a school fence. In response, RDC Ndisaba pledged to engage relevant stakeholders to address these issues and improve conditions at the school.
Leaders also emphasized the need for transparency, urging residents to guard against land fraud and to support the project by complying with necessary requirements. Contractors were encouraged to prioritize local employment to ensure that the community directly benefits from the project.
According to District contractor engineer, who is also the Assistant Commissioner in the Ministry of works and Transport Eng. Kyemba, the entire road project spans 18.5 kilometres, with Phase I covering 7.8 kilometres and Phase II covering 10.5 kilometres. The road will feature modern infrastructure, including dual carriage lanes, solar street lighting, and proper drainage systems. The project is valued at UGX 32.5 billion and is expected to be completed within 18 months.
The groundbreaking of the Ntenjeru–Bule Road Phase II represents a transformative step in Mukono District’s development journey. By improving infrastructure, the project is expected to unlock economic opportunities, enhance mobility, and improve livelihoods for communities in Mpatta and beyond. However, its success will depend on strong collaboration between government, contractors, and the community, as well as continued vigilance to ensure quality and accountability.
