Today, however, a new growth engine is transforming economies across the world: digital inclusion.In Uganda, where Micro, Small and Medium Enterprises (MSMEs) form the backbone of the economy, access to digital tools, digital financial services and internet connectivity is increasingly becoming one of the most important drivers of productivity, competitiveness and economic growth.The evidence is becoming harder to ignore.According to the Ministry of ICT and National Guidance, Uganda\u2019s ICT sector now contributes approximately 9 percent of Gross Domestic Product and continues to grow at an average annual rate of 14.8 percent annually. Globally, the International Telecommunication Union estimates that every 10 percent increase in broadband penetration can generate approximately 1.4 percent growth in GDP.These figures highlight a simple reality: digital infrastructure is becoming as important to modern economies as roads and electricity were in previous generations.For Uganda, this matters because MSMEs dominate the economy. According to Uganda\u2019s MSME Policy, the sector employs more than 2.5 million people, contributes about 20 percent of GDP and accounts for over 80 percent of manufactured output. Yet many businesses continue to struggle with limited access to finance, poor record-keeping, inefficient supply chains and restricted access to markets.Digital technology is helping to change that.Today, small businesses can receive payments electronically, track inventory digitally, reach customers through online platforms and access financial services without relying solely on physical bank branches. These tools reduce operational costs, improve efficiency and enable businesses to grow beyond survival-level operations.According to the United Nations Conference on Trade and Development (UNCTAD), digital transformation offers one of the most effective pathways for MSMEs to improve productivity and competitiveness. Through mobile money, e-commerce platforms and digital business tools, enterprises can overcome traditional barriers linked to geography, informality and limited capital.Perhaps no innovation has had a greater impact on Uganda\u2019s small business sector than mobile money.The latest Global Findex data shows access to formal financial services in Uganda increased from 66 percent in 2021 to 73 percent in 2024, largely driven by mobile money adoption. Millions of Ugandans now use digital financial services to send, receive and save money, creating a more inclusive financial ecosystem.Bank of Uganda Deputy Governor Prof. Augustus Nuwagaba recently described mobile money as a transformative force in Uganda\u2019s economic development.\u201cThe transformative power of mobile money, the spread of SACCOs, agency banking and targeted programmes such as the Parish Development Model and Emyooga have opened doors for millions of Ugandans who are now part of the money economy,\u201d he said.For MSMEs, financial inclusion is about much more than owning a bank account.Businesses that transact digitally spend less time handling cash, reduce security risks and create transaction records that can be used to access credit. Digital payment histories provide financial footprints that enable banks and fintech companies to assess creditworthiness and extend financing to businesses that previously struggled to access formal loans.\u201cThis is where digital inclusion becomes a productivity multiplier,\u201d opines business analyst John Mugizi.\u201cWhen businesses gain access to finance, they can invest in equipment, technology, inventory and workforce expansion. When they adopt digital tools, they improve stock management, forecast demand more accurately and reach customers far beyond their immediate locations,\u201d he adds.The private sector is playing a major role in accelerating this transformation.MTN Uganda has placed digital inclusion at the centre of its strategy, arguing that economic growth and digital access are closely linked.According to the company, digital inclusion supports future economic growth by empowering individuals, businesses and underserved communities through affordable communications and digital services.One of the most significant examples is MTN Mobile Money (MoMo), which has become a critical part of Uganda\u2019s financial infrastructure. By reducing dependence on cash and expanding access to financial services, Mobile Money enables businesses to manage working capital more effectively and conduct transactions faster.Beyond payments, MTN has also invested in solutions designed to improve business efficiency.Its FMCG Digital Suite, launched in 2023, digitises supply chain functions such as ordering, invoicing, payments and returns. More than 860 companies have already joined the platform, helping businesses streamline operations and improve efficiency.According to MTN, the platform was developed to strengthen productivity across the consumer goods sector.MTN Uganda Chief Executive Officer Sylvia Mulinge has also emphasized the broader impact of such innovations.\u201cWe\u2019ve created a smarter supply chain that empowers both manufacturers and last-mile sellers. It\u2019s a win-win that improves liquidity, boosts trust in transactions and supports business sustainability,\u201d she said.Through initiatives such as MTN BizLift, Business Easy Accounting and entrepreneurship support programmes, many small businesses are gaining access to tools that improve record-keeping, inventory management and customer engagement. Programmes such as Advancing Women Entrepreneurs (AWE) are also helping entrepreneurs build digital skills and strengthen business capacity.Government efforts are complementing these private sector investments.Under Uganda\u2019s Digital Transformation Roadmap, the country aims to increase internet penetration, expand broadband coverage and improve access to digital public services. Investments in connectivity, digital skilling and innovation hubs are intended to create an environment where businesses can compete more effectively in the digital economy.The importance of inclusion remains central to this agenda.As the Ministry of ICT has emphasized, access to affordable internet and digital services must reach all communities if digital transformation is to deliver meaningful economic benefits.According to Mugizi, for Uganda, the stakes are high.\u201cThe country has ambitious goals, including expanding financial inclusion and accelerating economic growth in the coming decades. Achieving those targets will require empowering the millions of MSMEs that drive production, employment and innovation across the country,\u201d he says.To him, the evidence increasingly suggests that digital inclusion is one of the most powerful tools available to achieve that objective.\u201cDigital access is no longer simply about connectivity. It is helping businesses become more productive, improving access to finance, expanding market opportunities and strengthening economic resilience.
