\nThe directive was issued by Permanent Secretary in the Ministry of Local Government, Ben Kumumanya, during the opening of a two-week orientation for Heads of Human Resource Management from local governments across the country. The training is taking place at the National Leadership Institute Kyankwanzi.
\nThe orientation, which has brought together 237 human resource heads, is organized by the Ministry of Local Government in collaboration with the Ministry of Public Service and the Civil Service College Uganda.
\nAccording to Kumumanya, the move to include anti-bribery disclaimers in job advertisements is intended to deter corruption and restore integrity in public service recruitment. He emphasized that all government jobs must be publicly advertised and clarified that no fees should be charged at any stage of the recruitment process.
\nThe training aims to strengthen the capacity of human resource heads to operate as strategic and professional officers, while also transforming the human resource function within local governments. Participants are being equipped with skills to develop effective HR management systems, including strategies to combat corruption in recruitment, payroll access, and pension management.
\nKumumanya urged the participants to embrace the core values of patience, commitment, and sacrifice throughout the orientation, noting that these principles are essential in building a credible and efficient public service.
\nThe initiative forms part of broader government efforts to enhance transparency, accountability, and professionalism in the management of human resources across Uganda\u2019s public sector.
