Suspended South African Police Services (SAPS) Head of Organised Crime, Richard Shibiri, says he has no knowledge of institutional capture of the police.
He has been accused of interfering with the investigation into the killing of Vereeniging engineer Armand Swart.
This is due to his suspected links to alleged underworld kingpin Katiso “KT” Molefe.
Molefe is one of four people charged with the Swart’s murder.
Shibiri who is in the hot seat at the Madlanga Commission of Inquiry in Pretoria acknowledged that criminals captured some officers.
“Then somebody is arrested, they charge the person, he takes it to court. Then they say make a plan for the first time, we’ll give you how much. Then the investigator goes to the docket, removes the scale of the drugs. And the statement, number one, how they do it, you find the statement is written by somebody from the crime office and then he just said I found him in possession of Nyaope. Knowingly there is no crime called Nyaope, possession of Nyaope. Obviously he is not going to be enrolled.”
