The Deputy Treasurer of the National Resistance Movement (NRM), Jackline Kyatuheire, has cautioned the Office of the Resident District Commissioner (RDC) against engaging in partisan politics.
Kyatuheire made the remarks during a press conference at Cephas Inn Hotel in Kabale Municipality today. She emphasized that the RDC’s role is to represent the President and ensure the implementation of government programs, not to engage in political contests.
Kyatuheire further stated that the RDC’s involvement in politics undermines democracy and creates an uneven playing field for candidates competing for leadership positions. She called on government officials to respect their roles and allow politicians to campaign freely without interference or intimidation.
In addition, Kyatuheire urged voters to be vigilant during the election period, encouraging them to listen carefully to the promises of various candidates before casting their votes. She emphasized the importance of voting for leaders who will work for the betterment of their communities.
In the same conference, Kyatuheire addressed the issue of Kabale District’s Acting NRM Chairperson, Ms. Bridget Asinga Tumwesigye, who has been accused in the media of violating party guidelines by nominating opposition candidate Wilfred Niwagaba for re-election as Ndorwa East MP.
Kyatuheire clarified that Asinga had not violated any party rules that would require her resignation.
Asinga’s nomination of Niwagaba took place before she assumed the role of Acting NRM Chairperson, following the resignation of State Minister of Industry, David Bahati, who stepped down after deciding to run as an independent candidate in the 2026 Ndorwa West MP race.
Kyatuheire explained that while Asinga had nominated an opposition candidate, she had since distanced herself from that decision and pledged to focus on her responsibilities as Acting NRM Chairperson.
She added that the NRM party did not pursue legal action, as the party’s constitution does not explicitly forbid members from nominating opposition candidates. Furthermore, investigations showed that many members of the Kabale District NRM Executive Committee were supporting independent candidates rather than those carrying the party’s flag.
Kyatuheire also responded to a notice of intention to sue from one Mathias Besigye, who had threatened to take legal action against Asinga if she did not step down. Kyatuheire reiterated that the NRM had chosen not to take legal action against Asinga, acknowledging that the party’s stance on nominating opposition candidates remains unclear in its constitution
