IMBALU! Bugisu traditional surgeons to train South Africans as Umukuuka orders mandatory certification


Bugisu Cultural Institution leader, His Highness the Umukuuka III, Jude Mike Mudoma, has revealed that several traditional leaders in South Africa have requested Bugisu traditional surgeons to help train and participate in circumcision ceremonies in their country due to high fatality rates during the practice.
Speaking during a planning meeting of traditional surgeons at the Bugisu Cultural Institution, the Umukuka said the request was made during his recent visit to South Africa, where concerns were raised over unsafe circumcision practices.
According to the spokesperson of the Bugisu Cultural Institution, Steven Masiga, the institution is in advanced stages of training more than 3,000 traditional surgeons ahead of the 2026 Imbalu circumcision season.

“Today we held a planning meeting with district chairpersons of traditional surgeons from across the Bugisu region to prepare for the upcoming training,” Masiga said. “Key resolutions included setting training dates and the issuance of mandatory certificates to all traditional surgeons.”
Masiga explained that the Umukuka III has decreed that no traditional surgeon will be allowed to conduct circumcision without an official cultural certificate issued by the Bugisu Cultural Institution.
“The certificate will bear the official seal of the institution and will be a mandatory requirement. Any surgeon without it will not be permitted to practice,” he said.
The meeting was presided over by the Minister for Culture, Moses Kutoi.
Meanwhile, the Minister for Health at the Bugisu Cultural Institution, Dr. Namome Robinah, will work closely with key stakeholders including the Uganda AIDS Commission, UNICEF, and the Ministry of Health to ensure the training meets health and safety standards.
Masiga further revealed that the Umukuka has pledged to establish a savings organisation for traditional surgeons and oversee the development of a constitution to regulate their operations, including leadership structures.
