OPEN LETTER TO THE FIRST LADY AND MINISTER OF EDUCATION AND SPORTS, Hon. Janet Kataaha Museveni


Subject: A Humble Appeal for Your Intervention in the Invalidation of My UNEB Academic Certificates
I write to you, Mama Janet, as our Mama of the Nation and at the same time, the Minister of Education and Sports , seeking your compassionate intervention in a matter that has caused me great distress and injustice.I Atwine James, sat my Uganda Certificate of Education (UCE) at GreenHill College, Kaberebere in 2003 under Index Number U1436/038 , and my Uganda Advanced Certificate of Education (UACE) at Maanji Memorial Academy in 2006 under Index Number U2003/506.
In pursuit of serving my country as a Member of Parliament for Isingiro North, I submitted my academic documents to UNEB for verification, as required by both the NRM Electoral Commission and the National Electoral Commission. After due process, I was officially awarded Letters of Verification of Results for both O’ Level and A’ Level by UNEB.Based on these verified documents, I was duly nominated for the NRM primaries, and later duly nominated by the Electoral Commission for the general elections.

 
However, to my utter shock, on 4th November 2025, the Executive Director of UNEB, Mr. Dan M. Odongo, wrote a letter to the Chairman of the Electoral Commission invalidating my verified academic documents.According to UNEB, the invalidation was based on a letter from my former Head Teacher and Director of GreenHill College Kaberebere, who claimed that “Atwine James of Index No. U1436/037 was never his student.” This statement is misleading because my correct Index Number is U1436/038, not the one quoted in the complaint.
Furthermore, UNEB relied on another letter from the Mbarara City Education Officer, who withdrew an earlier recommendation letter he had issued for my verification. He alleged that I had approached him for a replacement of lost A’ Level documents without a police report, yet, I have never lost my A’ Level documents, and I only approached his office for a recommendation for verification, which he duly provided before unexpectedly withdrawing it later.
Mama, this matter has caused me emotional and reputational harm. I was never given a hearing, contrary to UNEB’s established procedures and policies. The index number quoted in the complaint is not mine, and yet UNEB has acted upon it without verifying the facts or consulting me.It is deeply concerning that UNEB the custodian of our national academic records is now being used to frustrate innocent citizens rather than to protect their educational integrity.
 
Mama Janet, as a parent, an advocate of education, and a champion of fairness, I humbly appeal to you to intervene and ensure my academic results are reinstated. I kindly request that UNEB is directed to accord me a fair hearing and to review the decision that unfairly invalidated my results.It is also unfortunate that politicians are invoking your name in this matter for personal gain. I have received reports that Hon. Bright Rwamirama has been intimidating and coercing officers, claiming to act under your directive a claim I believe is entirely untrue and deeply disrespectful to your office.

To make matters worse, the Office of the Deputy Inspector General of Government (IGG) has been closely following this matter, seemingly to ensure that the unfairness is perpetuated against me rather than corrected.
Mama, I have suffered severely because, as I speak now, the Electoral Commission relied on the malicious letter from the Executive Director of UNEB to nullify my nomination on 10th November 2025.
Mama, I have all my original academic documents safely in my possession. I respectfully seek your intervention to ensure that justice, fairness, and truth prevail in this matter.
Your timely guidance and motherly intervention will not only restore my rights but also reaffirm the integrity of UNEB as a fair and professional institution.
