UMSC Secretary General Hosts NCHE Senior Officials


Kampala– The Uganda Muslim Supreme Council (UMSC) Secretary General, Hon. Hadji Abbas Muluubya Ssekyanzi, hosted three senior officials from the National Council for Higher Education (NCHE). The delegation comprised Rev. Dr. Cyrus Ssebugenyi, Head of Audit, Monitoring and Compliance and team leader, Mr. Andrew Kasumba, and Ms. Hope Mukalere, both Senior Professional Staff Members.

The trio paid a courtesy call on Hadji Muluubya at his office at the UMSC Headquarters in Old Kampala shortly before holding a crucial meeting with senior administrators of the UMSC-owned, Islamic Call University College (ICUC), on Tuesday, June 2, 2026.
Present at the meeting were Hon. Counsel Haji Muhammad Ali Aluma, the UMSC Deputy Secretary General in charge of Finance and Administration; Dr. Edris Abdallah Sserwadda, the ICUC Vice Chancellor; and other senior university officials.
The visiting NCHE team was conducting an inspection and assessment of the university’s infrastructure and facilities, including lecture rooms, the library, computer laboratories, offices, studios, and workshops.
According to the programme, the team was to receive updates from the ICUC administration on areas of improvement and compliance issues arising from the previous monitoring visit. The University is currently pursuing its long-awaited University Charter as a fully established institution of higher learning with accredited academic programmes based on Competency-Based Education (CBE), supported by adequate infrastructure, sufficient land, a sound financial base, and qualified staff.
The officials informed Hon. Muluubya that NCHE had approved ICUC’s application for a name change and would soon issue official documentation reflecting the change from Islamic Call University College to its new name, Insan International University (INIU).
In his welcoming remarks, Hon. Muluubya briefed the guests on the history of the University, tracing its origins to the visionary ideas advanced by the late President Idi Amin during the early stages of establishing UMSC in 1972.
He also expressed profound gratitude that the vision was eventually realized through the efforts of the UMSC administration under His Eminence Dr. Sheikh Shaban Mubaje, the Mufti of Uganda, with support from the late Libyan leader Muammar Gaddafi and the Government of Uganda under President Yoweri Kaguta Museveni. Their collective efforts contributed to the establishment and continued operation of the institution.
Hon. Muluubya pledged, on behalf of the Council, to support the University’s expansion across the country as it continues to provide quality and relevant education that meets Uganda’s development needs.
Media reports indicate that both the NCHE team and ICUC management held fruitful deliberations and resolved to continue their engagements in the middle of next week.
