NUP Canada Chapter To Host Solidarity March for Ugandan Political Prisoners

On February 19th, 2024, the National Unity Platform (NUP) Canada Chapter will march in solidarity with political prisoners worldwide, shining a light on Uganda’s troubling history of human rights abuses and enforced disappearances. The protest is set to take place at Dundas-Yonge Square in Toronto, beginning at 4:00 PM. Organizers are calling for the release of prominent Ugandan figures such as Chairman Nyanzi and Colonel Besigye, along with all other individuals detained for their political beliefs.

The event serves as both a call to action and an opportunity to raise awareness about the systemic oppression faced by activists, opposition leaders, and ordinary citizens in Uganda. For decades, the East African nation has grappled with allegations of arbitrary arrests, torture, and abductions targeting those who dare to challenge the status quo or speak out against government policies.

A Dark Legacy: Human Rights Abuses in Uganda

Uganda’s struggle with human rights violations dates back to its post-independence era but gained significant attention during the regimes of Idi Amin and Milton Obote. Under Idi Amin’s dictatorship (1971–1979), thousands were subjected to extrajudicial killings, forced disappearances, and widespread fear. Although his regime ended nearly five decades ago, many argue that similar tactics have persisted under subsequent administrations.

In recent years, reports from international watchdogs like Amnesty International and Human Rights Watch have highlighted ongoing issues, including unlawful detentions, suppression of free speech, and violent crackdowns on protests. One particularly alarming trend involves the abduction of vocal critics of the government, often carried out by unidentified security operatives. These abductees frequently vanish without a trace, leaving families devastated and communities living in fear.

The case of Dr. Stella Nyanzi, a renowned academic and activist, underscores this pattern of persecution. Arrested multiple times for her outspoken criticism of President Yoweri Museveni’s administration, Nyanzi became a symbol of resilience despite enduring harsh prison conditions. Similarly, Colonel Kizza Besigye, a long-time opposition leader, has faced repeated harassment and imprisonment over his efforts to promote democratic reforms.

Why It Matters Now

While these injustices may seem distant to Canadians, the NUP Canada Chapter emphasizes that global solidarity is crucial in holding oppressive regimes accountable. By organizing this march, they aim to amplify the voices of silenced Ugandans while demanding justice for political prisoners languishing behind bars.

“This isn’t just about Uganda,” said one organizer, speaking anonymously due to safety concerns. “It’s about standing up for human dignity everywhere. When we ignore what happens elsewhere, we allow tyranny to thrive.”

Participants are encouraged to bring placards, banners, and chants advocating for freedom and accountability. Information booths will also be available to educate attendees about Uganda’s political landscape and provide resources for further engagement.

Besigye Protests: NUP’s Deputy Spokesperson Alex Waiswa Mufumbiro Abducted

The Opposition National Unity Platform (NUP) head of mobilization, Fred Nyanzi and party deputy spokesperson, Alex Waiswa Mufumbiro have been arrested by plain-clothed armed men driving a Toyota Hiace vehicle commonly known as drone.

The news of their arrest was first announced by NUP President, Robert Kyagulanyi Ssentamu aka Bobi Wine.

“Our comrade and Head of Mobilisation for NUP comrade Nyanzi Fred Ssentamu has been abducted by heavily armed men and taken away in a drone to an unknown destination! He was abducted at gunpoint from Kubiiri Roundabout. The criminal regime is on rampage, BUT WE ARE NOT INTIMIDATED,” Bobi Wine posted on his X (formerly Twitter) account.

Later, the Leader of Opposition in Parliament and NUP Spokesperson, Joel Ssenyonyi announced that Mufumbiro was also arrested.

The two were arrested on their way home after a joint opposition meeting at NUP headquarters which issued a 48-hour ultimatum to President Museveni to release jailed veteran opposition politician, Dr. Kizza Besigye and all other jailed politicians.

The ultimatum was read by Bobi Wine accompanied by high profile figures from other opposition political parties, including; Maj Gen Mugisha of the Alliance for National Transformation (ANT), Ambassador Wasswa Birigwa from the Forum for Democratic Change (FDC), Ken Lukyamuzi from the Conservative Party (CP), among others.

“We are deeply concerned by the deteriorating health of Dr Kizza Besigye, and we are also informed that there are other prisoners that are in similar conditions. Together, we are issuing a 48-hour ultimatum to the regime to release Dr Kizza Besigye and other political prisoners in compliance with the Supreme Court ruling,” Bobi Wine read the ultimatum.

He added: “If not, we shall announce a series of national actions for people to rise up and end this impunity. We call upon all Ugandans to join us in standing in solidarity with not only Dr Kizza Besigye, but with other prisoners of conscience that are still illegally in prison.”

Besigye, who was sent to Luzira Prison by the General Court Martial on charges related to security, illegal possession of firearms and ammunition, and treachery, started a hunger strike after the government refused to release him following a Supreme Court ruling that declared the trial of civilians in military courts illegal.

Baryomunsi speaks out

Amid reports that Besigye’s health had drastically declined, Information Minister Dr Chris Baryomunsi said his brief transfer to a private clinic on Sunday was not due to an emergency.

He explained that prison authorities had already agreed to allow Besigye to undergo medical tests at a facility of his choice, following discussions with his private doctors, including his sister, Dr. Olive Kobusingye.

“It is therefore not true, as being alleged, that Dr. Besigye was rushed to a private medical facility because his condition had worsened,” Baryomunsi said.

Besigye was returned to Luzira shortly after his medical visit, and Baryomunsi confirmed that he found the opposition leader lying on his bed, weak and dehydrated due to his refusal to eat.

“I advised him to resume his meals given his condition,” he said.

The minister also addressed growing frustration over the delayed transfer of Besigye’s case from the General Court Martial to a civilian court, following the Supreme Court ruling that trying civilians in military courts is unconstitutional.

“The process of transferring his case is ongoing and will soon be concluded,” said Baryomunsi.

Justice Musa Ssekaana orders 2-year jail term for Uganda Law Society President Isaac Ssemakadde

High Court Judge Musa Ssekaana has ordered the arrest and subsequent imprisonment of Uganda Law Society-ULS President Isaac Ssemakadde for two years after finding him guilty of contempt of Court.

Ssemakadde is being jailed following his statements on social media and letters criticizing the decision by Ssekaana to block the Extra Ordinary Annual General Meeting for lawyers where they were supposed to elect new representatives of the lawyers to the Judicial Service Commission, after saying Norah Matovu Winyi and Ruth Sebatindira were there illegally.

Ssemakadde now becomes the second lawyer to be sent to prison by Justice Ssekaana. Last week, he was promoted to the Court of Appeal/Constitutional Court.

His first victim was lawyer Male Mabirizi whom he jailed for 18 months in 2022 and has since left prison.

In his decision arising from an application by Lawyer Hashim Mugisha Mugisha, Justice Ssekaana ruled that the threat to judicial independence, through personal attacks on the judicial officers and peddling of disinformation and false information about judicial officers and decisions of court amplified by social media must be checked.

“Threatening statements like what the respondent /Ssemakadde tweeted are extremely inappropriate and they are dangerous to the rule of law and ought to be punished. The statements of the respondent have emboldened other members of the public who are now extending threats of sharing judicial officers’ telephone contacts and or residential addresses which poses a security risk”, said Ssekaana.

He noted that  Ssemakadde has scandalized the court with his utterances, statements (tweets) and letters.

” A scurrilous attack on the presiding judge to show his frustration and disgust at the decision in Miscellaneous Application No.1243 of 2024 which was unfavourable to him and other respondents in that matter. This was an affront to the impartiality of the judge and the judiciary as an institution. Such serious and deliberate attacks undermine the dignity and authority of this court which cannot, and must not, be condoned”, held Ssekaana.

Ssekaana further ruled that the repeated nature of the attacks by a person knowledgeable in legal matters and duly elected as president of Uganda Law Society invites his court to send a strong warning and caution against future contemnors ‘foot soldiers’ and respondents in the main cause to desist from such conduct in future.

On Monday, Lawyers representing Hashim Mugisha Mugisha told the Court that when Justice Ssekaana blocked the Extra Ordinary Annual General Meeting for Uganda Law Society where elections for New representatives to the Judicial Service Commission were to be held, Ssemakadde reportedly used his X Handle to post disrespectful and prejudicial statements against the trial Judge.

” The writings published by the Respondent are calculated to scandalize and or lower the authority of court, prejudice or interfere with the due course of judicial proceedings in Miscellaneous Cause No. 263 of 2024 and to lower the authority of the trial Judge”, reads application by Mugisha Mugisha.

As a result, Mugisha Mugisha asked the Court to hold Ssemakadde in contempt of court and be thrown in jail or pay a 300million shillings fine for wantonly and arrogant disrespect of judicial officials which he said erodes the Public’s respect and confidence in the courts of law.

In this case, they asked the Court to allow them to proceed Exparte saying that Ssemakadde was served with a copy of the application but he neither made a response to it, nor did he appear personally in court or sent lawyers to represent him.

As a result, Justice Musa Ssekaana who is one of Ssemakadde’s alleged victims allowed the application to proceed Exparte without Ssemakadde and noted that he would rule on the matter by February 28th.

It should be noted that Ssekaana and Ssemakadde were at loggerheads when Ssekaana ordered lawyer  Mabirizi to pay a fine of 300 million shillings for contempt of court and later a jail term of 18 months.

After that decision made in 2022, Ssemakadde used his X handle to criticize the Judge’s decision in a message crafted in vulgarity indicating that the size of Justice Musa Ssekaana ‘s penis was small, an issue that angered him to date.

Chief Justice Alfonse Owiny-Dollo asked Ssemakadde to apologize to Ssekaana but he insisted.

But his statements have since been challenged in the Constitutional Court by Lawyer Yasin Ssentumbwe for amounting to bias and interference and to be unconstitutional.
